Replacing the existing Long Travel Block systems with a new site wide safety system

Thursday, 21 January 2021

Dalrymple Bay Coal Terminal (DBCT) Management engaged ATSYS to replace the existing Long Travel Block system with a new site wide safety rated system. The existing system had operational and safety limitations that made it unsuitable for long term use.

The new system was implemented using the functional safety lifecycle as defined in AS/NZS 4024.1-2014 – Safety of Machinery. AS/NZS 4024.1503:2014 Safety-related parts of control systems – General principles for design (identical to ISO 13849-1:2006) defines five Performance Levels (PL). These Performance Levels specify the ability of safety related parts of control systems to perform a safety function under foreseeable conditions, expressed in terms of probability of dangerous failures per hour.

ATSYS conducted a user requirements workshop for a new LT Block System and a detailed engineering and options evaluation process was undertaken. A preferred option was selected after consultation with key stakeholders. A Risk Assessment and PL Determination was conducted to determine the performance requirements of the new system.

Following the design and verification stage of the projects ATSYS completed the safety control system development and testing in line with the AS4024 standards, specifically the software ‘V’ Model. ATSYS were also responsible for commissioning and validation of the system
